The Recommendation on Open Science has been unanimously adopted by the UNESCO General Conference at its 41st session in November 2021. To address the problems facing the world today, there is an urgent need for equal access to information scientific and for the sharing of scientific knowledge, data and protocols inside and outside the community of scientific researchers. The recommendation to embrace and apply open science empowers the transformative potential of science to reduce existing disparities in science, technology and innovation. The adoption of this Recommendation by the Member States of UNESCO needs a national legal framework for open science, and the expression of a common will, which this memorandum represents, to strengthen national and international scientific cooperation.

Higher Education Institutions, as key actors involved in scientific research activities, are invited to join this memorandum as a first step in embracing the following guiding principles for open science:

• Promoting a shared understanding of open science, the benefits, challenges, and different pathways to open science;

•  Developing a policy environment conducive to open science;

• Investment in infrastructure and services that contribute to open science;

•  Investing in training, education, digital literacy and capacity building to enable researchers and other stakeholders to participate in open science;

• Fostering an open science culture and aligning incentives for open science;

• Publication of open data

• Promotion of innovative approaches to the application of open science at different stages of the scientific research process;

• Promotion of national and international, bilateral and multilateral cooperation in the context of open science with the aim of reducing the digital and technological knowledge gap.
